This includes the people who provide Human Services care such as social workers or care workers. Who is Tim Gard, CSP, CPAE? Tim Gard, CSP, CPAE, is a nationally recognized authority on human services interviewing techniques and fraud prevention. In fact, he has such a unique human services background that many state and federal agencies have declared him to be a SINGLE SOURCE PROVIDER for this particular type of instructional presentation on Human Services Interviewing Techniques.

Tim has worked at the local office level in delivering benefits, at the state level as a fraud investigator, and at the federal level in program oversight. Attendees have packed Tim Gard's Interviewing With Style (IWS) programs at state and national conferences. These IWS programs were rated by the participants to be the cleanest and most direct paths to improved methods of performing interviews by staff in both large and small offices.

Eligibility Technician, Montana Department of Social and Rehabilitation Services, Kalispell, Montana; state employee. As a past eligibility caseworker with the Montana Department of Human Services, Tim has years of experience performing eligibility determinations by interviewing applicants for assistance. He also has first-hand experience in eligibility for SNAP, TANIF programs, Medicaid, and General Assistance programs. On his own time, he later developed and shared training programs on such topics as "How to Deal with Welfare Fraud Personally and Professionally," "Interviewing Techniques," and "Field Interviews/Home Visits."

Eligibility Investigator, Montana Department of Social and Rehabilitation Services, Kalispell, Montana; state employee. Tim was responsible to investigate and pursue welfare fraud cases for both civil and criminal resolution. He trained new investigators statewide. When Montana implemented an investigator program, Tim became one of the first eligibility investigators in the state. He later was the primary field trainer for new investigators and wrote both the field interviews and home visit sections for the state training manuals. He was invited to lecture and train at state and national conferences on fraud investigation, stress reduction through humor, and team development in social services environments at the request of United States Department of Agriculture, Food and Nutrition Service (USDA FNS). As one of the first front-end investigators in the United States, Tim developed forms and procedures still being used in the state of Montana.

Management Evaluation Reviewer, United States Department of Agriculture, Food and Nutrition Service, Denver, Colorado. Tim moved to Denver to join the staff of USDA FNS to perform management evaluation reviews of SNAP at a federal level for Utah, Colorado, Montana, Wyoming, Iowa, and North and South Dakota. While with FNS, he continued to lecture and consult on interviewing, stress reduction through humor, team development, and self-esteem at local and national conferences. He also served on interagency task forces on welfare reform, electronic benefit transfer systems, and federal income tax refund offset programs.

Certified Speaking Professional. Tim Gard has been awarded the certified speaking professional designation (CSP). This prestigious status is the highest earned designation of the National Speakers Association (NSA). He has been a full-time professional speaker since 1994, performing in over 100 events annually worldwide from Sioux City to Singapore. The CSP designation represents a recognized dedicated professional with a proven track record of continued speaking excellence. He has been a featured keynoter for the 6 Million Dollar Club, the Big 10, the National Food Stamp Directors Association, and the National Quality Control Conference.

CPAE: Councel of Peers Award of Excellence: Speaker Hall of Fame Member. In 2006, Tim was awarded the Council of Peers Award of Excellence (CPAE) and was inducted into the National Speaker Hall of Fame-a designation shared with only 120 other professionals worldwide.
